How to create a association between two data elements (Cell Relays and Meters)

Hello,

What I am specifically looking for is a way to highlight (or select using the selection tool) a data element (both the data elements that I am trying to create an association between have lats/longs and are on separate layers) and then through my association/relationship/relation, see all the other elements that are "associated" or "connected" to this element when opening the attribute table for the associated element.

I have already searched the help webpage for arcGIS and I am unable to use the relate feature to accomplish what I am looking for. Although I have seemed to sucessfully set up a relate between my two layer, when I go into select a element in one of my layers, it is not showing the "connected" elements from the other layer. I have plotted both elements successfully onto a WSJ 1984 map. I loaded them as separate data files in order to distinguish between them using different symbology.

Finding the solution to my domain specific problem has been a challenge. I hope someone out there has had some experience with this.
